The AP is reporting that Willard Helander, the Republican County Clerk in Lake County, IL (northern Chicago suburbs) wants voters in certain Democratic-leaning precincts to be required to show voter ID before voting on November 4th. Lake County likely will play a key role in the tight Dan Seals/Mark Kirk Congressional race in IL-10.
Helander has been setting aside questionable voter registration applications, amounting to nearly 1,000 voter forms (out of the over 28,000 new voter registrations since summer). She has now asked the state's attorney whether she could legally require voters in the precincts where most of the questionable forms originated to present ID . These problematic voter registrations have not been added to the voting rolls.
According to Progress Illinois, the areas Helander is hoping to enforce a voter ID rule are those that tend to lean Democratic, including precincts in Waukegan, North Chicago, and Zion.
