In the immortal words of U.S. politicians past, "mistakes were made."
We in the U.S. wish to see your nation prosper and succeed. President-elect Obama has promised to draw down the presence of our troops in your country to a minimal level within sixteen months. But he can only do so if security and the rule of law are reasonably implemented within your country during that period.
We understand that there are bumps along the road to establishing a democratic government based upon the rule of law. After our successful revolutionary war but before we crafted our Constitution, we were tested in many ways. One of the most prominent tests was Shays' Rebellion.
Even after we adopted our Constitution, we had our troubles. From the Whiskey Rebellion to our American Civil War, our nation's unity and our implementation of the concept of the rule of law has been tested and at times our prospects seemed dire.
Never forget that the path of liberty and dignity is difficult. Remember that we have faced our own trials in the course of our history. You likely will face similar trials even though I wish it was otherwise.
What I ask of you is to commit yourself to the rule of law and to constitutional government, and to maintain these concepts with all of your efforts, including your lives if necessary. Benjamin Franklin, one of our American founding fathers was once quoted as saying that "we must all hang together or we shall surely all hang separately." In other words, unity of purpose in supporting a constitutional government based upon the rule of law is the only thing that will provide you with security.
We strongly wish to withdraw from your country. We, the American people, have done all we can to make this happen in a speedy and orderly manner. Please do everything in your power to make our withdrawal both possible and easy. Thank you.
