Campbell Brown on CNN just discussed the question of which "preemptive pardons" Bush could grant before he leaves office.
She mentioned Vice President Dick Cheney, former director of the CIA, George Tenant and former attorney general Alberto Gonzales as possible recipients of a presidential pardon.

Who will Bush Pardon? Will they be an array of common criminals and felons who have served their sentences? Or will they be high profile preemptive type pardons ala Dick Cheney? Or will it be former officials that have not even been indicted yet, much less served their sentences?
There seems to be widespread traditional/conservative media resistance to the idea that Bush would pardon high profile offenders especially if related to 9/11 issues and terrorism.
In an editorial today the WSJ said that Sweeping Pardons 'Unnecessary'
The White House isn't inclined to grant sweeping pardons for former administration officials involved in harsh interrogations and detentions of terror suspects, according to people familiar with the situation.
