I am watching Rep. Jerry Lewis (R-CA) chair of the defense subcom. of the House Appropriations committee giving opening remarks before the testimony of Donald Rumsfeld.
The thrust of his remarks was this: that trends in declining funds for both defense and intelligence over the course of the '90's are the source of the intelligence failures that gave rise to Bush's Iraq WMD miscue (if not 9/11 as well).
This shines a different, somewhat more ominous, light on the recent attacks undertaken by the Repubs on Kerry's voting record.
I have a question for y'all out there: Does Kerry's Vietnam record innoculate him against what will effectively be a campaign against the Clinton administration's foreign policy?
Will he effectively be able to deal with charges that a complacent Democratic President and party created the intelligence failures that are troubling us now?
