I thought I would post a diary for the Presidential Electoral proceedings. They begin at 1:00 eastern - approx. 15 at the time of this writing. This is a joint session of congress where the electoral votes from each state are read before the congress. Dick Cheney gets to read the votes for Barack Obama.
C-Span will carry it live here.
If anybody has any good links for this I will post them.
Update 1: C-Span is showing a speech by Daschle. The Congress is in recess until 12:55, I believe.
