According to Talking Points Memo, this appears to be the case:
Rep. Jim Oberstar (D-MN), chairman of the House transportation panel... explained why ground-breaking infrastructure projects got sliced: to make room for tax cuts:
"The reason for the reduction in overall funding -- we took money out of Amtrak and out of aviation; we took money out of the Corps of Engineers... was the tax cut initiative that had to be paid for in some way by keeping the entire package in the range of $850 billion.
But I'll say that our portion is the one that really creates the jobs. Our portion of it is the one that's going to put people to work...."
Please write to (or call) your Congressperson, Senators, and President Obama to make a big stink about this. "Trading high-speed rail for more tax cuts" (as TPM puts it) is not change we can believe in, and it won't help pull our economy out of the Bush Depression.
