At least that's the way the GOP would spin it had a Democrat said this:

And we need to understand that insurgency may be required when the other side, the House leadership, does not follow the same commands, which we entered the game with."
Really? You're looking to the TALIBAN for strategy? That explains sooooooo much.
President Obama is working his ass off to work with these "insurgent" wannabes so he can have bipartisan support for the stimulus, and they are actively seeking to be obstructionist assholes so they can control the message? Seriously? Maybe that's why they haven't gotten rid of the Taliban yet, they needed to see further research on how to terrorize a nation?
And of course, they are only seeking strategy from the Taliban because those mean mean Democrats made them do it
