Double speak is a standard Republican tactic. Republicans vote NO but Republicans will take the money. Democrats should call them on their bluff and vote.
If the Republicans voted NO then that should mean their district or state should NOT take any of the stimulus money. How come Democrats did not insert a provision that says, "A negative vote, no vote or abstention from HR 1, The American Recovery and Reinvestment Act of 2009 means that money and appropriations will be withheld from the district of the representative who votes no. In case of a senator, a senator's no vote would mean reducing a state's allocation by 50%.
