I'm serious. The solution is as simple and time tested as human civilization and it is art and it will provide utility.
Consider: When the Egyptians built the Great Pyramid, and its successors, the effort was politically brilliant because it accomplished tasks that addressed the same problems the USA has now. (1) What to do with excess labor (2) Reinforce public perception of the power of the ruling elite (3) manifest the ethos of a great civilization for posterity which in time will love getting the tourist dollars, too (4) make a perfectly symbolic, fitting, and impenetrable office building for the real ruler of the state - the Federal Reserve.
OK the Egyptians didn't have a Fed, it was a tomb, but in Egyptian mythology the eternal afterlife of watching over the State and Pharoah's succcessors kind of makes it a sort of ancient office building, doesn't it? And without windows, and with the blind faith of a Congress and Executive who don't really want to know what's going on inside, and impenetrable tons of stone separating the Rest of Us from the inner workings, that just about sums it up.
Pretty artistically metaphorical, i think.
Some other key points here: (1) use the same methods - it's backbreaking work for small pay with enough time off to eat which means it won't be that different for most folks of the working poor who are already used to getting no time off from deadly boring and strenuous jobs that keep them permanently hungry and and barely on their feet.
(2) It will solve the healthcare problem - the capitalist state's managers won't have to worry about rising healthcare costs since death by exhaustion usually doesn't allow time enough to make it to the emergency room, ,much less to a doctor's appointment and certianly not to vote.
(3) The Fed can continue pretending to regulate the economy when in fact it is enabling long term unemployment and, hence, building the Fed Pyramid is an elegant political solution to a potentially disastrous political problem caused by the same institution.
(4) Glorifying the institution that caused and perpetuates the problem, in direct contravention of the directives upon which it was created, at least in this country, makes perfect sense.
(5) the pyramid itself will take generations to build which solves the problem of ongoing unemployment. Of course, some women will have to be given a few days off to produce the next generation, but that's about what they get now, so what's to worry?
(6) With tons of stone surrounding them, the Fed will no lonnger have to worry about pesky subpoenas, and Congress can legsilate all they want, but a wall of stone pretty much exemplifies the same intransigence the Fed is demonstrating now with an arrogance to make even a Pharoah smile.
As much fun as this is, I have to stop somehwere, so i'll finish with this. Historically pyramids are known to be pretty permanent structures, while in the financial world, its is a structure built to collapse upon itself after causing a catastrophe. So, a pyramid for the Fed seems perfectly suited to both concepts: the Fed is intended as a permanent institution, and it has been constructing a financial pyramid since Alan Greenspan took office swearing an oath with his hand firmly on a copy of "Atlas Shrugged".
