Okay, maybe it's not Fluoride, could be drugs, maybe a mild stroke.
Representative Hank Johnson, Democrat of Georgia last week asked some really odd questions during an Armed Services Committee hearing.
I truly hope this gentleman does have an physiological reason for these "questions".
Now as per Rep. Johnson's website, he defends his questions:
"The subtle humor of this obviously metaphorical reference to a ship capsizing illustrated my concern about the impact of the planned military buildup on this small tropical island."

After watching the video three times, it does not appear he was "joking", but that's just me.
Here's a quote of the questions:
Johnson was questioning the Commander of the United States Pacific Fleet, Robert Willard about the size of Guam as well as the implication in stationing more Marine families on the island.
After tedious discussion on the size, width, square mileage and population of Guam, Johnson’s concern, and so serious was he, stated:
"My fear is that the whole island will become so overpopulated it would tip over and capsize."
Johnson even used the motion with his hands of something literally being tipped over. He looks to be very serious and concerned.
Robert Willard’s response, "We don’t anticipate that."
