Kairos brought us a motherlode of technical data which includes a 19 mb 48 page BP Accident Investigation Overview and a 12 mb 147 page Confidential TransOcean Assurance Analysis of the BOP with detailed control diagrams starting at page 56.

This diary, that is, the mothership, forms the hub from which you can reach the other diaries. Or, think of it as a table of contents in the front page of a book. The actual liveblog diaries (in this case playfully referred to as a 'submersible' or ROV) is where the discussion is--once one of these gets so long that its size is cumbersome, they start a new one. So if you wanted to join in to the most current discussion, you'd click the most recent link. But they leave the links there so that people can still go back and read the older ones if they wish.

The reason for this setup is that it prevents the recommended list from being filled up with many diaries on the same topic. Instead just the mothership will appear on the rec list where everybody can find it, which they can use to navigate to the latest discussion. (That's why we are asked to "rec" the mothership but not the other diaries, just reduces confusion.)

    for your support of the BP Catastrophe liveblog. We deeply appreciate your recs for the Mothership and participation in the ROVs.

    The relief well has been put on hold yet again due to anticipated bad weather. BP has stopped drilling and storm packed the casing of the relief well. This was done in case the Development Driller III may have to leave the area although they don't think this will be necessary.

    BP is using the down time from the relief well drilling to do some testing to see if they can better understand the condition of the bottom of the annulus.

    NOAA continues to raise raise ire among scientists. Two university teams that did undersea water testing under contract to NOAA are speaking out quite critically. It seems they are neither getting access to the samples they took nor the analyzed data. NOAA's report that most of the oil is gone continues to receive mixed scientific reviews with even the praise being tepid.

    Our own Tomtech managed to get three-questions-in-one to Thad Allen in his briefing yesterday. He asked about pressure on the BOP, possible communication with the annulus and about releasing mud.

    Allen gave a lengthy reply but, in summary, said that he didn't think any mud had been released during static kill. He seemed to think that the seals at the top of the hanger from which the casing pipe hangs were likely OK but that they don't know the condition of the annulus at the bottom. Allen doesn't anticipate any release of mud during testing. He also seems to think that the BOP and capping stack are OK despite leaks at the flange.

    NEW NATIONAL OFFSHORE DRILLING PLAN COMING AS SOON AS TODAY - Kieran Suckling, director of the Center for Biological Diversity, sends along this note, framing the enviro community's take on the expected decision. "The announcement is in response to a 2009 court decision overturning the 2007-2012 drilling plan in a lawsuit brought by the Center for Biological Diversity and others. On March 31, 2010 in response that court decision, President Obama and Interior Secretary Salazar issued a proposed decision regarding the 2007-2012 plan. That decision, while delaying certain lease sales, affirmed the essential elements of Bush's 2007-2012 plan, including a contested lease sale in the Chukchi Sea as well as deepwater leasing in the Gulf of Mexico. Salazar's final decision on that plan was supposed to occur in May 2010 but was delayed following the BP oil spill in the Gulf. We don't know what the decision will be, all indications are that it will likely be identical to the March proposal. This is noteworthy in at least two different respects. First, the proposed decision upheld a controversial Bush-era lease sale in polar bear habitat in the Chukchi Sea ... If you think oil spill response in the Gulf was difficult, imagine the difficulties in the Arctic, where darkness, ice and remoteness would prevent an effective response. A Canadian panel recently concluded that due to the short operational season, drilling a relief well in the Arctic could take up to three years, with oil flowing continuously during that period. Moving forward with the Chukchi lease sale when there is no effective response capability in the Arctic is the height of irresponsibility. Second, Lease Sale 206, in which BP was awarded the right to drill in the Gulf on the lease tract where the Deepwater Horizon blowout occurred, was part of the 2007-2012 plan. Given the court's order that Interior needed to revisit the 2007-2012 plan to properly weigh environmental sensitivities, when Salazar announces the final plan shortly, he will have to conclude that, notwithstanding the benefits of hindsight regarding the spill, the benefits to the country from issuing those leases to BP outweigh any environmental risks and harms from doing so. Obviously he cannot rationally reach such a conclusion, but the decision to be announced will almost certainly come to that conclusion. There is always a chance that Salazar will surprise us and actually suspend the Chukchi and BP leases, but all indications are that he will capitulate to the demands of the oil industry."

      hold with the pending storm in the Gulf. They're not planning (last I heard) to bug out the rig, just to shut down (and pack off) the bore.Official press release at the Unified Command web site:

      Admiral Allen Provides an Update on the BP Oil Spill Response
      National Incident Commander Admiral Thad Allen provided a briefing to inform the American public and answer questions on the administration-wide response to the BP oil spill. A full transcript is available here.
      Admiral Allen reported on the decision to temporarily suspend drilling of the relief well—a necessary step to ensure the well is permanently sealed—as a precautionary measure due to the threat of severe weather. He also described the ongoing effort to clean up impacted shorelines: “We continue our aggressive search for oil—whether it’s onshore or in the marshes—to make sure we’re being responsive to oil that does appear,” he said. “As we stated before, there’s little to no oil offshore at this point, so most of our effort has been at tar balls in the marsh area of Louisiana.”
