By far, the favorite weapon of the Afghan insurgents is the improvised explosive device (IED). These take many forms; the CWIED (“Command Wired Improvised Explosive Device”) consists of a bomb that is hard-wired to a switch by an electrical line that runs some distance away from the buried bomb to an operator, who manually pushes the switch to detonate the bomb when the convoy or troop unit is passing. The PBIED (“Pedestrian-Borne Improvised Explosive Device”) is a suicide bomber who wears a vest that is fitted with explosives and a switch. The bomber runs into a crowded area and sets off the device, blowing himself up as well as everyone around him. The RCIED (”Radio-Controlled Improvised Explosive Device”), consists of a buried bomb that is fitted with a wireless signal receiver, often made from a cellphone but also sometimes a doorbell receiver or garage-door opener, that is attached to the bomb's blasting cap. An operator standing nearby presses a switch to send a signal to the bomb’s receiver and set it off.
The SVBIED (“Suicide Vehicle-Borne Improvised Explosive Device”) is a car bomb that is driven into its target by a driver, who is then killed in the explosion. There are indications in some reports that at least some suicide-bomb drivers were recruited by the insurgents simply to drive a car along a certain route, without knowing that they carried a bomb. The VOIED (“Vehicle-Operated Improvised Explosive Device”) is a buried bomb that is set off by a pressure plate when a vehicle drives over it.
A variety of tactics can utilize IEDs. Pressure-detonated devices are simply buried in a likely spot, where they hit the first random vehicle that runs over them. Command-detonated devices, whether radio-controlled or command-wire, can be specifically aimed at a particular target, exploding only when it comes into range. Some reports indicate the use of booby traps—in one case, a hidden bomb was deliberately left behind in an abandoned insurgent position, to be detonated when American forces entered. In other instances, bombs are set off to disable the lead vehicle of a convoy to block the road and thereby allow insurgents to ambush the other vehicles with gunfire and RPGs. The insurgents are also reported to set off an IED and then later trigger a second nearby bomb to attack any US units that respond to the first explosion. Bombs can also be used to attack buildings such as police stations or schools. Suicide IEDs in effect function as a “poor man’s smart bomb”—they can be aimed at specific targets with pinpoint accuracy. Such targets have even been attacked inside major American bases, like Bagram Airfield. Many of the reported roadside bomb attacks seem to be targeted at specific individuals, indicating that the insurgents have an efficient intelligence network that allows them to reliably track the movements of people they consider as targets.
IED attacks allow the insurgents to inflict casualties on American forces without exposing their own forces to attack. With the use of only a handful of insurgents, the guerrillas can inflict heavy damage on US convoys or troops. According to the reports, children as young as 11 or 14 have been used as partners in IED attacks.
IED attacks have probably been the single largest cause of American casualties in Afghanistan.

(CEXC 065_06) At approx 071230ZFeb06 a US Protection and Investigations (USPI) convoy of three vehicles was traveling, at approx 60 Kph, on highway 517 approx 4Km from Shawan. As the convoy passed a distinctive mound of earth on the side of the road, a series of explosions occurred under and around the center vehicle. A total of two explosions occurred simultaneously destroying the center vehicle and killing all four occupants.USPI secured the scene and US EOD assets were tasked to make the area safe.
INVESTIGATORS COMMENTS
- The Mod 2 DTMF was buried on the side of the road, and was connected to the mine and artillery shells, at a distance of 4.5m and 4.1m respectively. It is likely Ethat this convoy was targeted specifically due to its regular use of the route and lack of ECM. USPI regularly travel the route, at least three times daily, and never travel with ECM. On a previous occasion the same USPI group was involved in an ambush consisting of a hand grenade and small arms fire. It is not known how often Coalition Forces patrol this route. Unfortunately the receiver was damaged during the explosion or render safe procedure which precluded bench testing.
- As is commonly seen within this theater the receiver was initiated a short distance from the main charge. This close distance is probably to allow the bomber to recover the receiver for use at a later date.
- The damage to the vehicle, dimensions of the crater, and lack of fragmentation are consistent with the functioning of a non-metallic anti-tank mine under the vehicle. Fragmentation found at the second seat of the explosion was consistent with the functioning of three HE 122mm projectiles. The use of two or more charges could indicate a desire to attack more than one vehicle or simply to increase the chances of a successful attack on a single target.
- Of significance in this incident is the effective targeting of vehicles not carrying ECM and the inclusion of a daisy chained main charge.

At approximately 0517Z a suicide bomber detonated himself at the Movement Control Team (MCT) shack near ECP 1 on Bagram Airfield (BAF). It is undetermined at this time, but the bomb may have been a vest packed with explosives and ball bearings. Initial reporting stated that the suicide bomber may have been a truck driver coming from Tagab by way of FOB 33. This information is unsubstantiated at this time. The drivers papers stating that there was a driver coming from Tagab was taken from the scene by local ANP and retrieved by BAF CI. It is undetermined at this time if the information actually belonged to the bomber. Reporting from the scene stated that there was 1 US KIA, 1 KBR KIA, one Korean KIA, 21 LNs WIA, 1 US WIA (who has returned to duty) and 1 GOV or KBR WIA. Further reporting from CJTF-76 stated that the Taliban announced on BBC and Al Jazeera that they were responsible for the attack and that the intended target was Vice President Cheney. The report of a possible second bomber or trigger man wasunfounded when BAF CI questioned the individuals captured at Tower 24. There was a LN that was injured during the blast and attempted to get help from the US Hospital. He was redirected to the Egyptian Hospital and apprehended when he was thought to have discarded a possible trigger mechanism for the bombing. This was found to be a tourniquet that was applied after the explosion to wounds sustained by the suicide bombing.

ASSESSMENT: Historical reporting indicates that the Serena Hotel remains a primary target for the insurgency because it is known to be the hotel of choice for visiting western dignitaries. AQ along with HQN elements increased their focus on Kabul in 2007, and this complex SIED event coupled with the HQN claim of responsibility and indirect linkages back to Abu Layth make these two groups the most likely culprits.
