When The Great Lakes Compact, a management and conservation plan, was approved in 2008, did the eight signatory states and two Canadian provinces intend that diverted water would help the first community applying for an out-of-basin pipeline to send some of the resource to an area that would nearly double its current service delivery territory? That's what Waukesha, WI intends, according to its draft application set for formal endorsement by its city council on 4/8.
And now there is a business coalition spending money on full page ads urging the Waukesha Common Council to put its stamp of approval on the application so it can move into a review by the Wisconsin Department of Natural Resources, and then to the other seven states for additional scrutiny.
All eight states must approve the application - - and a sales deal must be struck with a supplier, such as the City of Milwaukee, which wants Waukesha to cooperate on regional housing, transit, land use and other socio-economic issues.
