Please if you know Debra Bowen, CA Secretary of State, ask her to help increase voter participation by putting up 100 Bright Yellow Blimps reminding voters to vote. The blimps could go on the roof of every State Building that can be seen from freeways all across CA. Sample:

30 days before the election the Blimps say: VOTE
One Time Cost for each bright yellow 20 foot Helium Blimp - about $1500.
Election cost: helium and staff time to put up and take down.
If there were 100 Blimps statewide the VOTE message would be seen by millions of voters every day. Blimps over LA (not to scale):
The Blimps can fly up to 100 feet above a building and be seen from about 3 miles away.
Large Blimps can handle up to 25 mph winds. I checked where I live in the Central Valley and there is a 4% chance of winds greater than that in the 30 days before this election.
Sometimes the simplest marketing idea can have a positive outcome. The State is in a unique position to do this with all its buildings around California. I believe there may be Federal dollars for programs that increase voter participation. Federal buildings and private buildings may also want to participate.
If not the SOS then the CA Democratic Party could do this, and find buildings that allow them to put them up. If the party did it it could target the areas where it wants more voters.
A good argument for it is the news coverage it will get. Local, statewide and national nearly every day.
Local groups, rotary clubs, optimist clubs could sponsor one or more blimps.
