In short, the AZ State legislature is now placing itself above federal regulation by regulating Federal Regulators
As an added bonus, the state is looking to institute fees that would require the federal agency to register there existence and intent to perform federal regulatory businesses within Arizona counties. So for example, say the Feds wanted to perform an investigation on Joe Arpaio for violating illegal immigrants (or even native Arizonans) rights while performing his "wetback roundups", they would need to register with the County Sheriff (i.e. Joe Arpaio) before said investigation could begin. At least that's what is being proposed by State Rep Crandall (R-Heber) in SB 2077.
Nice to know that Crandall was paying attention in civics classes to understand the hierarchy of authority as it is understood by legal experts to this day of Federal>State>County>Local. Somehow this brilliant legislator has come up with the idea that he don't want no revenuers coming into his county to investigate nothin' without his being aware of it.
Arizona can't even get semi-automatic gun clip size debate to the floor or medical organ transplants funded, but we have no problems spending federal money to reopen our Rest Areas along the interstates.
