This morning, at 8:15 AM, Judge Maryann Sumi issued an amended Temporary Restraining Order (TRO) further clarifying that the anti-union Wisconsin Act 10 is, until a higher court rules otherwise, officially not published and therefore not in effect.
What effect this will have is unknown due to Walker's blindness to legal matters. There likely won't be a game changer until the Friday ruling over Open Meetings.

FURTHER, based on the briefs of counsel, the uncontroverted testimony, and the evidence received at the March 29, 2011 evidentiary hearing, it is hearby DECLARED that 2011 Wisconsin Act 10 has not been published within the means of Wis. Stats. §§ 991.11, 35.095(1)(b) and 35.095(3)(b), and is therefore not in effect.

UPDATE x1: It turns out that this amended TRO was not officially requested by Dane County DA Ismael Ozanne. He just found it on his chair this morning on his way into the office. I kid you not.
UPDATE x2: Well, good news! The Department of Administration is complying with the TRO and are halting implementation. Read about it here.
Anyway, I await the final rulings on this at the hearing tomorrow.
