You may not remember, but HR1 called for $32 billion in cuts, about $74 billion off the president's request. Harry Reid called that "extreme and draconian" when it was announced in February. But since then, the stopgaps have cut spending $10 billion. Add last nights $38.5 Billion and that means Boehner got $48.5 billion in cuts for the rest of the fiscal year.
