I'll put this simply: I don't think John Boehner can deliver the votes needed to pass the agreed compromise budget. If there had been a bill ready to go last night, he could have done it. Instead we have a stopgap while language is written. This gives the talk radio / Fox News noise machine several days to drum up opposition. This is purely a personal gut feeling but, I don't think Boehner can hold his caucus once the right wing backlash sets in.
We on the left tend to accuse Republicans of projecting, claiming what they want to do is what we will do. In this instance I suspect that we on the left are projecting. Once a deal was struck we would honor it. I'm not so sure the same holds true for Republicans. I expect what will happen is that the Republicans will pick some obscure language in the final bill to claim that democrats are backing out of their end of the bargain. The right will then demand inclusions of the deleted policy riders.
