Just a point of information. In Oregon, disagreements over how U.S. Congressional Districts are drawn are settled by the Secretary of State and have not been settled by the courts.
I believe this has been true since 1981 which was the last time the Democrats and Republicans in the state legislature could agree on Congressional District boundaries. In
this period, Oregon got an additional seat in the U.S. House of Representatives, and the disagreement did not go to court.
Again, this likely to be true for this redistricting since the Oregon House of Representatives has a 50-50% split between Republicans and Democrats.
My own guess is that the boundaries favored by the Democrats will be more closely followed in the resolution because the Secretary of State is Kate Brown, a liberal Democrat. She was a high-ranking member of the legislature before her current position, and is seen as very effective.
