I know-- drawing LA with three VAP African-American districts has been done once before on the old SSP-- here.
That map had three African-American districts at 50.1, 50.1 and 50.2% VAP, with the maximum deviation at something like 5,800. It's possible to do better than that though, and that's what I'm presenting here.

This is the only seat that uses water contiguity to connect from New Orleans to Slidell. I could have used the shore instead, but that would have brought down the Black percentage to 51.0% Black or something like that.
