Perry, 50, who moved forward Thursday with his plans to become governor once George W. Bush resigns the post, said the public will barely notice the difference between his administration and the one Bush has led for six years.
"Certainly, you are not going to see a great philosophical difference between Rick Perry and George Bush," Perry said. "We share the same type of philosophy."
