American Society of Civil Engineers (ASCE) estimates the country needs to spend $1.6 Trillion over 5 years to fix crumbling infrastructure.
But only $1 Trillion has been allocated.
Beilinson:
"Were kind of living on the edge, and just sort of hoping for the best."
Hoping that 'D' on the Report Card, doesn't turn into a failing grade.
