The concern is that mega storms could dump rain on a mostly arid environment leaving a vulnerable population of high density at risk

At least it is being discussed.

Remember how we were saying that what happened in Brisbane could happen to us? That might get tested sooner than you think. In the not-too-distant future, California could be at risk for Old Testament-level storms that could do four to five times the damage of a major earthquake. A recent scientific conference took a good hard look at this possibility, and what could be done.

A two hundred year storm is not really out of the question and with the changes we have seen already it could be much worse than that. How? Bringing those storms ever fifty or twenty years for instance.

What are the chances? Some meteorologists are dismissing these concerns as hooey, but then, a lot of meteorologists don't believe in climate change. USGS calls the situation "hypothetical, but plausible," and says that such catastrophic storms happen in the California area about once every 100 to 200 years. The last one was 1861, so we're smack in the middle of that time frame -- and at any rate, it's never too early to make plans so we don't get caught with our pants down.

Californians have learned to expect earthquakes the way Floridians expect hurricanes. (A minor earthquake, with a preliminary magnitude of 4.1, rattled windows in the southern part of the San Francisco Bay area about a week ago.)

The existing engineering systems that dispose of floodwater are so efficient that the effects of moderate storms often go unnoticed, Dr. Jones said. So while many Californians know whether they live or work close to an earthquake-prone fault and what to do should there be a serious quake, few realize that the state could be hit by storms that at their worst could rival the largest hurricanes that devastate the Gulf Coast and the southeastern Atlantic Seaboard.

Yet vast floods have also been documented, both through tree-ring data and more modern historical records. Marcia K. McNutt, the director of the geological survey, said that 150 years ago, over a few weeks in the winter of 1861-62, enough rain fell to inundate a stretch of the Central Valley 300 miles long and 20 miles wide, from north of Sacramento south to Bakersfield, near the eastern desert.

    people are unaware of: sky rivers. It turns out they carry masses of water around the globe. And they're huge, matching the water volume of major rivers. Worse, global warming is changing their courses and causing them to dump major quantities of rain in places not usually known for such down pours.

    Like the man said, "Buckle your seat belts, it's going to be a bumpy ride".

        There was a National Geographic article earlier this year on them. Unfortunately it wasn't a feature piece, just one of those "Heh, this is cool!" one-pagers near the beginning.

It's an atmospheric river or AR first seen cllearly via satellite data in the 1990's. "We now know that ARs are the primary cause of flooding in the West Coast states," says NOAA's Marty Ralph.
            Water-vapor superhighways 300 miles wide and more than a thousand miles long. ARs can, in a single day, move up to 20 times the Mississippi River's daily discharge. Last winter one stalled in California. Six days later 26 inches of rain and 15 feet of snow had fallen.

    Of interest is that, in 2011, they didn't make rain in Texas like they did in previous years.  Check the charts when you have a minute.

    It is also interesting that this all happens in western states to make snow for skiing and to fill up the desert reservoirs.

    Alot of the weather we see in the west, that wafts its way east over the rockies, is man-made weather.

    That is why there is a National Weather Modification Association.

    California's ocean is cold, due to upwelling from deep areas of the sea. Global warming really doesn't impact those deep areas where California's cold water comes from.

    California chem/contrails.  I have noticed that the difference between the two is, when laid down, the chemtrail stays, thickens and looks like half a zipper and becomes a wispy cloud.  When they lay down a lot of them, the blue sky becomes light grey by the end of the day.  They do this in Salt Lake County a lot.

    Here's one of my California Chemtrail videos.  They do this off the southern coast mostly.

        There are definitely chemicals being dispersed to control the weather.  Perhaps calling them "enriched contrails" is less a bother.

        Where I live, the blue sky in the morning is "enriched" by what ends up looking like a striped sky by mid day and a gray sky by mid afternoon.  This week I am enjoying enriched stripes in the moon light as they are enriching the contrails 24/7.  Got to get that Utah snow!  Several ski areas opened yesterday.

        This person has gathered a ton of information.  If you go to the this site you will find links to all of the PDFs, see pictures and diagrams, etc.

        I was a skeptic, too, but what I was seeing with my own eyes launched me into research.  Now, the western states get a lot more of this than other states; however, many from the midwest and east have reported to me that they, too, are having their skies dimmed with enriched stripes in their skies.

        I am creating this page for the following reasons:
        1. Most people do not know the long history of scientists trying to modify our climate locally and globally.
        2. Any time someone posts a video on the internet of "chemtrails" there are numerous responses like "tinfoil hat much?" or "I suppose you believe in UFO's too huh?"
        3. Billions of dollars are being spent dumping chemicals in our atmosphere with no public oversight, no real verification of positive results of these modifications, and no toxicity testing on aerosolized chemicals or protection from the Environmental Protection Agency.
        4. Though I applaud the Texas Weather Modification Association for it's transparency, the same cannot be said for the hundreds of other companies spraying our world with God know's what. I've read papers describing dumping fertilizer over the arctic poles to reduce UV reflection of the ice. FERTILIZER! One patent described dumping MELANIN! See the patents section below .

        Generally, “geoengineering” does not refer to GHG emissions reductions achieved by lowering anthropogenic emissions, but rather, alternative options to counter the warming effects of GHGs. The IPCC’s discussion (Barker et al., 2007) of geoengineering discusses options such as iron and nitrogen fertilization of the oceans (to take up CO2) and deployment of technologies that reduce the amount of sunlight accepted by the Earth’s system (e.g. injecting reflective aerosols into the stratosphere and installing a deflector system in space to block sunlight). In fact, in a recent paper in Science authored by Trenberth and a colleague (Trenberth and Fasullo, 2010), Trenberth describes geoengineering accordingly:

        Proposals for addressing global warming now include geoengineering, whereby tiny particles are injected into the stratosphere to emulate the cooling effects of stratospheric aerosol of a volcanic eruption.

    at least not until the cold current of the pacific ocean breaks down, in which case we've got bigger problems. water's too cold to sustain it.

    we do get periodic brutally big alaskan storms, though (every new year's it seems we get walloped by a big one, and last march was epic in norcal). LA in particular has a long climate record of catastrophically powerful storms and subsequent waterspouts, tornadoes, and flooding, in a hydraulic system that has been turned into inflexible concrete channels that can't absorb stormwater runoff past a given point.

    the thing that keeps us up at night in norcal is a heavy winter-spring snowpack followed by a couple very warm pineapple expresses that melts the snow and busts levees. we got one of those in '96-'97, but sac dodged the bullet.
