There is a lot of good information being conveyed today about charges being filed by the Milwaukee County DA. Here is the short version:
Then Milwaukee County Executive Scott Walker sets up an annual fundraiser for disabled veterans in Milwaukee, takes responsibility for handling the money away from an American Legion post and revives a dormant, unknown charitable organization to handle the money. The money is then stolen by Walker's appointee to the Milwaukee County Veteran Service Commission and by one of Walker's top campaign aides.
That aide's domestic partner, as it is turns out, is a pedophile who until today worked at the state Department of Public Instruction (the department fired him immediately when the news broke) and he is now being charged with child enticement.
Here's the really short version:

Walker will spin this, saying that it was his office that requested the investigation. That is true, but they requested it in 2010, three years after the money disappeared. It's likely that the DA would have found out anyway, and quite possible that the DA already knew about it when Walker reported it.
Let me repeat what happened:

I've said all along I am disgusted with how Walker constantly uses veterans to shield himself from criticism. This proves once and for all that he's nothing but a stinking, cowardly rat who surrounds himself with the same. I cannot convey how disgusted I am by these new revelations, and there are probably more to come.

UPDATE...Russell says in an interview from June, 2010 that the missing money issue was referred by Walker's office to the DA in "mid-2009", but he also says he had no idea what happened to the money.
Some have raised questions about my stating these allegations as facts. I am summarizing the indictments. In its entirety, an indictment is an allegation, but it is written as a set of facts. My position is...it is a fact that this is an accurate summary of what the indictment says:

Oh, and it turns out some of the stolen money was supposed to go to families of soldiers killed in Iraq and Afghanistan.
