Here's my submission for the PA House redistricting contest. It was tedious enough drawing the 203 districts; it's even more tedious writing it up. So for now, I'm just throwing out a couple pictures and a summary.

Pennsylvania currently has 13 African-American majority districts: one in Allegheny County, one in Chester County, and 11 in Philadelphia. My map draws two AA majority districts in Allegheny, one mostly in Delaware, and 15 in Philadelphia. Due to having to add [white] population, LD-159 in Chester County dips slightly below 50% AA population by VAP (48.6%). In addition, I drew two Hispanic-majority (both 55%+) districts in Philadelphia, one in Reading, and one in Allentown.

I ended up moving 4 districts:
LD-35: Dem-held district in Allegheny County becomes a tossup 51% Obama district in Northampton County.
LD-46: Dem held district in Beaver and Washington Counties in southwestern PA becomes a 49% tossup district entirely within Berks County.
LD-73: Dem held district in Cambria County becomes a Safe R (38% Obama) district mostly in northwestern Lancaster County.
LD-194: Safe D seat in Philadelphia becomes a Safe R (37% Obama) district in York and Lancaster Counties.
