Of course, if that should ever happen, I'm sure Stepp has a few spare get-out-of-jail-free cards lying about, too.
Hosing the manure stains off the bill momentarily, the Dairy Business Association (DBA) refers to it as a "Bill to Streamline Permits for Innovative Technology on Dairy Farms". I so loved it when the Mythbusters actually polished turds!
The real title of the bill, "An Act to amend 283.60 (1) (intro.) and (c) of the statutes; relating to: the waiver of requirements related to the discharge of water pollution for certain research projects." loses that DBA-buffed gloss as you get mired deeper in it.
It's not as much fun reading as polishing poop, but here's the entire amended section:
1283.60 (1) (intro.) The department may waive the compliance with any requirement for of this chapter or of a permit issued under this chapter for a research project for the purpose of evaluating advanced agricultural nutrient management tools and precision agricultural technology, if all of the following conditions are met:
SB402,2,95 (c) The person who will operate the project agrees to take necessary actions to maintain compliance with surface water and groundwater requirements under ch. 7281 and this chapter, other than the permitting a requirement waived under this section, and to take necessary actions to regain compliance with those requirements if a violation occurs in the course of the project. (End)
This constitutes a change from, "The department may temporarily waive the terms of a permit, but only if requirements are met.", to "Neither permits nor requirements are any longer material."
A polite analysis by the Legislative Reference Bureau:
"Under current law, the Department of Natural Resources (DNR) administers laws relating to the discharge of pollutants into surface water or groundwater, including the requirement to obtain a water pollution discharge permit before beginning a discharge. Current law authorizes DNR to waive the requirement to obtain a water pollution discharge permit for a research project to evaluate advanced agricultural nutrient management tools if certain requirements are met. This bill authorizes DNR to waive any requirement of the laws relating to the discharge of pollutants into the waters of the state for such a research project if the conditions are met."

Green Bay, Wisconsin [Walker's favorite pig-pen] --- The permitting process for research and development of new technologies in the areas of advanced nutrient management and precision agriculture has just gotten a little easier with Governor Walker’s signing of Senate Bill 402. [Cows and cheap industrial food waste in, add lots of hormones and antibiotics, milk and poop out, sell milk for profit, dump poop on public, no questions asked] While this bill retains the current environmental standards, it streamlines the process by which permits can be obtained. [by simply ignoring the inconvenient environmental standards] The Dairy Business Association (DBA) hails the passage and signing of this legislation which will allow the continued evolution of agricultural practices and technologies. Wisconsin dairy farmers are always looking for innovative ways to handle, utilize, apply and transport manure. [innovators of shovel technology, implicators of shovel analogy] However, the research and development of new technologies in this area have struggled due to the long and arduous process to obtain a permit for research projects. [to figure out why current technology keeps pointing to "shinola"] This bureaucratic red tape has led to some farms waiting over three years before obtaining a permit and other projects being cancelled. [Cows holding it in now presenting extreme explosive hazard!]
