As I was contemplating the plan of Ryan / Romney to gut Medicare as we know it, it seemed shocking that he would want to at the same time allow exclusion from insurance for pre-existing conditions. After all, such an exclusion would almost assuredly prevent every senior from being insured. Yet, here, in Romney's own comments, as appearing in a CNN article today, is an answer - he says that seniors should not be excluded from coverage based on a pre-existing condition. “It would be based on how much the plans cost so that seniors always have access to affordable, quality coverage. And no senior could ever be denied coverage for any reason,” he said.

Yet, he assures us that he will repeal the ACA in full, and the Republicans have been quiet about the idea of replacing it. So, he thinks seniors should be able to be insurance despite having a pre-existing condition, and the rest of us can just die unless we are destitute enough to qualify for Medicaid (which, if course, will get even harder to get under his administration.
Finally, the seniors need to understand that even if their Medicare is not touched (should they trust Romney-Ryan on that, even though the need to balance the budget is urgent, in their own words), senior need to understand that Medicaid is what pays for a very significant portion of nursing home care and will be cut immediately.
