This is actually quite serious. Biscuit is just one of 40 - 50 cats abducted and likely tortured by a Mesa man named Scott Andrew Graham. The evidence against Graham should be solid. He was caught on tape stealing Biscuit off the top of a car. Biscuit turned up mutilated a few days later.
An eye witness who recognized Graham from the video saw him attempting to abduct another cat. The eye witness was riding a bicycle and attempted to follow Graham, who was in a car. When Graham realized he had been seen, he threw the cat out the window and sped off. The same witness later saw Graham again, this time the witness was in his car and was able to follow Graham and take pictures of him and his car.
When police went to Graham's home, they described finding the smell of death in his trunk. Graham also had cat scratches on his arm. Graham later ADMITTED to abducting 40 - 50 cats, but claimed he just played with them and then released them in other neighborhoods.
The prosecutors are now dropping charges against Graham, despite eye witnesses and video of him taking Biscuit, who was later found mutilated. Despite Graham's own admission. Despite the smell of death in his trunk.

Make no mistake about it, Scott Andrew Graham is a threat to society.
Meanwhile, Joe Arpaio is running an ad claiming to be tough on animal abuse.
Yet, they can't even put away a guy who has ADMITTED to abducting 40 - 50 cats and who was caught on tape abducting a cat that was later found dead and mutilated.
