At first, it doesn't seem like much of a threat. They are slow and ineffective in small numbers. As their numbers grow, however, their persistent lust for carnage begins to overwhelm those around them. The risk is that if the disease continues to spread and the numbers continue to grow, they break out of the contained space and put everyone at risk.
Eventually, there are more people infected than not infected. The fight is no longer a fight to contain the disease, but to survive it.
A zombie apocalypse always ends with one hero left standing, surrounded by a sea of heedless freaks, in a hopeless situation. Always.
