Because this ad from the 2004 Bush-Cheney campaign that points out how John Kerry and liberals in Congress voted nine years earlier in 1995 to cut $6 billion from "America's Intelligence Operations" and how that would leave America defenseless against terrorists who look like wolves and clearly want to destroy America unless George W. Bush is re-elected because he shoots wolves, or something like that, is not at all an attack ad exploiting American's emotional responses to 9/11 events in an undignified way.
