Vice President Biden will present a proposal on gun control legislation to President Obama this week. This comes as the result of a commission ordered by the President in the wake of the Newtown Massacre. In advance of this release, I have come up with my own proposal. To be honest, I am virulently anti-gun, and have written about this on many occasions. My current proposal, even though I would not like it, allows for the ownership of assault rifles.
I base my proposal on the stated theory of responsible gun ownership and the reluctance to deny law abiding citizens their Constitutionally protected rights. Here is what I propose:
All firearms sales must have background checks.
All owners of firearms must obtain licenses.
All purchasers of firearms must submit to an examination by someone the state declares qualified to affirm purchasers mental fitness to obtain said license.
All licenses shall be subject to periodic renewal.
All firearms must be registered.
All firearms must be insured.
Proof of insurance must be obtained prior to acquisition of any new firearm.
All firearms must be microstamped.
All firearms must have GPS enabled microchips.
You have 12 months to bring your current guns into compliance.
Collectible Antique guns need not comply as long as the firing pins are removed.
Any new sale that does not comply will result in mandatory jail time for the dealer and the buyer.
After the 12 month grace period, and firearm found not in compliance will result in mandatory jail time for the owner, with the length of sentence commensurate with the firepower of the weapon.
I humbly submit this proposal to reasonable negotiation. If all you bring to the table is “No,” consider your invitation revoked.
