We knew that Republicans desperately want to win back the White House.
What we didn’t know was just how low they’d be willing to stoop to do it.
Pennsylvania Republicans just launched a new scheme to redistribute electoral votes by congressional district, casting aside the traditional winner-take-all system.
If Republican Gov. Tom Corbett signs this bill into law, it would be one of the most brazen partisan vote-rigging attempts in modern history.

If Republicans had passed their election-rigging plan before the last election, Mitt Romney would have carried eight of Pennsylvania’s 20 electoral votes, even though President Obama won the state by more than 300,000 popular votes.
It makes absolutely no sense to change the rules this way -- unless you’re a Republican looking for an unfair advantage in the next election.
Backdoor measures like this have been defeated in other states, but only because people spoke up and shamed Republicans into backing down.
The fact that Gov. Corbett hasn’t yet come out against this terrible bill should make you nervous. Don’t let Republicans pass this scheme in Pennsylvania right under our noses, without putting up a fight.

Pileggi's new proposal is, at its core, similar to the one he and Gov. Corbett championed last fall, in that it would do away with Pennsylvania's winner-take-all system of awarding electoral votes.
This time, Pileggi wants to have electoral votes awarded "proportionately," based on the popular vote.
"The major goal remains the same - to more closely align our electoral vote with our popular vote," said Pileggi spokesman Erik Arneson, adding that the senator plans to formally introduce the bill early next year.
Pileggi's new plan would award two votes to the winner of the popular vote statewide and then divide the remaining 18 based on the percentage of the popular vote each presidential candidate received. - Philadelphia Inquirer Harrisburg Bureau, 12/4/12

Rep. Allyson Schwartz (D-Pa.) plans to run against Pennsylvania Gov. Tom Corbett (R) in 2014.
"It is my intention," Schwartz told the Philadelphia Daily News when asked if she'll run.
The congresswoman has a deep national fundraising network, built partly by her work with the Democratic Congressional Campaign Committee, and is close to both House leadership and national liberal groups.
Polls show Corbett is very vulnerable in the Democratic-leaning state. He has low approval ratings, and a recent partisan poll conducted for the Democratic Governors Association showed Schwartz ahead. - The Hill, 2/25/13

The Philadelphia Daily News reported today the Corbetts disclosed gifts worth more than $11,000 from lobbyists and business executives in 2010, while Corbett was campaigning for governor, and in 2011, his first year in office.
Corbett spokeswoman Kelli Roberts says he complied with state disclosure requirements and bases his official decisions on what's best for the state.
Critics tell the paper Corbett may have violated a rule barring governors from soliciting or accepting gifts from anyone doing business with the state government, but that it contains a loophole allowing gifts from friends. - Lehigh Valley Live, 3/5/13
