A few weeks ago, while I was showering, I considered something. How many additional votes would Democrats have needed in order to win control of the House of Representatives? That is to say, what is the bare minimum additional votes Democrats would have needed in order to win exactly seventeen additional seats in the House, which would have given them the smallest possible majority?
I do not believe that anyone else has answered this question, so I was intrigued to find out the answer. To find it out, I engaged in a very time-consuming process of going onto the websites of various Secretaries of State and state election boards and extracting two things: 1) The raw vote margin of victory by which a congressional candidate won, and 2) the percentage margin of victory by which a congressional candidate won. In a very large spreadsheet, I organized all of these numbers and then organized them by least-to-greatest, both in terms of raw vote and percentage.
I will apologize in advance for any awkward and statistically inappropriate phrasing present in this diary. I am not a statistician by nature; my only statistics education was AP Statistics in high school.
And hey, if having two large spreadsheets typed out that show the House vote by district, ordered by raw vote and percentages is something that you guys are interested in, then I see no reason why I couldn't follow up with this kind of analysis for the 2010, 2008, and 2006 elections, and so on.

The candidates—all of them were incumbents—who won without any opposition were Bonner (AL-01), Ross (FL-15), Wilson (FL-24), Westmoreland (GA-08), Broun (GA-10), Huelskamp (KS-01), Neal (MA-01), McGovern (MA-02), Boehner (OH-08), Fudge (OH-11), Wilson (SC-02), and Johnson (TX-03). For purposes of clarification, when I say that a candidate won unopposed, I mean that either no candidates filed against them or they faced only write-in opponents.
The closest election, both in terms of percentage and raw votes, was NC-07, in which incumbent Democratic Congressman Mike McIntyre defeated Republican challenger David Rouzer by 654 votes, or 0.19%.
The incumbent who was defeated by the largest margin was Congressman Roscoe Bartlett (MD-06), who lost to opponent John Delaney by a 20.87% margin. The largest margin of victory for any candidate in a seat that changed hands in 2012 occurred in AR-04, where Tom Cotton defeated Gene Jeffress by a 22.84% margin. The largest margin of victory for any non-incumbent occurred in GA-09, an open seat where Doug Collins defeated Jody Cooley by a 52.37% margin.
Looking at the elections in terms of raw votes can, in some ways, present a clearer picture, but can also lead to inaccurate conclusions. For example, one might conclude that TX-15, looking at the raw votes, in which Congressman Ruben Hinojosa defeated opponent Dale Brueggeman by 35,240 votes, was reasonably close. It looks comparable to IA-03, where Congressman Tom Latham defeated Congressman Leonard Boswell by 33,368 votes, or NJ-05, where Congressman Scott Garrett defeated challenger Adam Gussen by 37,301 votes. However, Hinojosa won by 24.03%, while Latham and Garrett won by 8.63% and 12.29%, respectively. This is due to the fact that in Hispanic-majority districts, fewer voters turn out to vote. This can lead to confusion as to whether an election was actually competitive. For example, in the Hispanic-majority district CA-21, David Valadao defeated opponent John Hernandez by 18,045 votes, but the margin of victory was 15.52%. As can be seen in the table below, victories in FL-02 and NH-02, where the victor won by similar raw vote margins, occurred with 4.83% and 5.46% margins. So was CA-21 close, or not? It depends on how you look at it. From the raw vote margin, it was the 40th-closest election nationwide. But from the percentage margin, it was the 111th-closest election nationwide.
But the raw vote totals allow us to do something that I do not believe has been done anywhere else. It allows us to calculate how many additional votes it would have taken for the Democrats to win control of the House, which I established as my goal at the beginning of this diary. But first, some clarification. This is not realistic by any means—my calculations only establish the MINIMUM number of votes in the SPECIFIC districts that Democrats would have needed to gain in order to win EXACTLY 218 seats in the House, which is the minimum majority possible. Additionally, this also assumes that there are no vacancies in the House, which, obviously, there are.
Democrats would have needed to win an additional 17 seats to control the House, and the 17 closest elections by raw votes in which the Republican candidate won were, in order of closeness: IL-13 (1,002 votes), MI-01 (1,881 votes), IN-02 (3,920 votes), NE-02 (4,197 votes), MN-06 (4,296 votes), NY-27 (5,001 votes), CO-06 (7,001 votes), NY-23 (10,134 votes), NY-11 (10,688 votes), FL-10 (11,075 votes), CA-10 (11,331 votes), PA-12 (11,763 votes), KY-06 (11,784 votes), OH-16 (14,563 votes), NY-19 (16,199 votes), CA-31 16,709 votes), and CA-21 (18,045 votes). All of those margins, added together, equal 159,589, which would result in Democrats tying in 17 districts; therefore, in order to create 1-vote victories in all of those districts, 1 vote needs to be added in each, creating the grand total of 159,606 votes.
