POLITICS: SEQUESTER'S IMPACTS ON INDIAN TRIBES
Tribal nations are expected to be among the hardest-hit by the sequester's impacts. Affected funding streams fall into two broad categories, the Department of the Interior/Bureau of Indian Affairs (DOI/BIA) and the Indian Health Service (IHS), but touch nearly every aspect of life in contemporary Indian Country.
Via the Interior/BIA funding stream, tribes can expect to lose nearly $130 million, distributed across such areas as economic development, education, human services, law enforcement, and natural resources services. This includes a loss of some $60 million in "Impact Aid" for schools serving more than 113,000 tribal students; $12 million for Indian Head Start programs; and nearly $2.4 million for the Child Care & Development Block Grants for Tribes program. Other cuts will affect funding for tribal housing projects; forest-fire abatement, wildlife programs, and environmental management; and energy services.
Perhaps the most immediate effects will become apparent with regard to health care. IHS estimates that cuts will require some 804,000 fewer "outpatient visits" (e.g., doctor's appointments, etc.) and 3,000 fewer inpatient admissions. This means delayed health care (and too often, no health care) for too many American Indians over the months to come - which, in turn, means too many unnecessary deaths.

POLICY: WAGANAKISING ODAWA CONSIDERING MARRIAGE EQUALITY BILL
The Waganakising Odawa (also known as the Little Traverse Bay Bands of Odawa) in Northern Michigan may become the third tribal nation to pass marriage equality legislation. Last weekend, the band's tribal council approved the measure. Tribal Chair Dexter MacNamara, however, has said publicly that he'll "have to think about [signing] it." If he vetoes the bill, an override is considered unlikely.
The State of Michigan has already taken the opposite tack, approving a constitutional amendment defining marriage as valid only between one man and one woman. Only two other tribal nations have thus far enacted marriage equality laws: the Coquille of southern Oregon, in 2008; and the Suquamish of Washington State in 2011.

FIVE INDIAN PLAINTIFFS SEEK REVOCATION OF "REDSKINS" TRADEMARK
The Trademark Trial and Appeal Board in Alexandria, VA, held its first hearing last week in a case brought by five Indian plaintiffs seeking to revoke the Washington Redskins team's trademark. The team was stripped of its trademark protection in 1999, but an appellate court reinstated it. The current group of plaintiffs first filed in 2006. Last week's hearing hinged primarily on questions of ripeness (whether the plaintiffs waited too long to file their complaint) and whether "redskin" is a slur (since, of course, Indians themselves can't be permitted to make that determination). It appears, however, that at least two of the three Trademark Board judges might "get it":
The Redskins maintain that the name honors Native Americans and that they don’t mean to offend anybody. But two judges questioned that line of thinking. Cataldo asked if the team could have called itself the "Washington n-word" with nothing but honorable intentions and still be subject to scrutiny.
The Board's decision could take as much as a year, and appeals are expected regardless of outcome.

HUMOR? SERIOUSLY?: CBS'S MIKE & MOLLY UNDER FIRE
FOR "DRUNK INDIANS" ONE-LINER
In last week's episode of the CBS prime-time sitcom Mike & Molly, regular character Peggy, Molly's mother (shown at left), said: "Arizona? Why would I go to Arizona? It’s nothing but a furnace full of drunk Indians." Now, several Indian groups and entities, including the Navajo Nation and the Native American Journalists Association, are demanding an apology. Erny Zah, spokesman for the Navajo Nation, said:
"It’s offensive, it’s derogatory, it’s deplorable. Ignorance is one thing, but this must have passed through a lot of eyes before it appeared on a network show. An apology would be appropriate but it can’t fix the damage done. . . . Alcoholism is a real issue on our reservations and it’s not funny."
As of this writing, CBS has declined even to comment, much less to issue an apology.

ARTS: MINNEAPOLIS NATIVE ART EXHIBIT
"POPS" CULTURAL "IN-APPROPRIATION"
The All My Relations Gallery in South Minneapolis is hosting "Make It Pop," an exhibition of art by 12 Indian artists that focuses on cultural appropriation. At right is In-Appropriate #3, by Frank Buffalo Hyde (Nez Perce/Onondaga), using the recent (real-life) image of a model who appeared on a runway in a bikini and a floor-length traditional bonnet. In text accompanying his entries, Buffalo Hyde calls such cultural appropriations "Red-Face racism that is effortlessly marketed to the masses" that "do not pay homage to the indigenous people of North America." He concludes that Indians will only resolve this cultural and existential "conflict of idea versus ideal . . . when we own our own image."

HONORING NATIVE WOMEN:
NEW U-MT INSTITUTE NAMED FOR ELOUISE COBELL
Last week, the University of Montana announced plans for the Elouise Cobell Land and Culture Institute at the school's Payne Family Native American Center. The Institute bears the late Ms. Cobell's name in honor of her tireless efforts as lead plaintiff in Cobell v. Salazar to obtain billions in trust monies owed to Indians across the country. Housed on the Center's lower floor, it will provide both labs and space for research and analysis of land-related issues and their impacts on tribal nations and cultures. Project design is slated to begin this week, with completion expected in six months.
Terry Payne and the Payne family, who underwrote the University's Native American Center, are contributing the monies needed to establish the new Institute.

HONORING NATIVE WOMEN: "LAKOTA WOMAN" MARY BRAVE BIRD WALKS ON
On February 14, Mary Brave Bird walked on at age 58. Perhaps best known to the outside world by her autobiographical name "Lakota Woman," she bore several names throughout her life: Mary Ellen Moore, Mary Brave Bird, Ohitaki Win, Mary Crow Dog, Mary Olguin, Lakota Woman, Ohitika Woman, Mary Ellen Moore-Richards, and Mary Brave Bird Richards.
Mary Brave Bird was born in 1954 on the Rosebud Reservation, a member of the Sicangu Oyate (Brulé Lakota). She would write of her difficult childhood: mocked as the "half-breed" daughter of an Indian mother and a mostly-white father who subsequently abandoned the family; introduced to alcohol at age 10 by her stepfather; forced into St. Francis Indian [Boarding] School and denied her language, her adolescence marked by conflict and rebellion. At 18, she joined the American Indian Movement [AIM], and participated in the Trail of Broken Treaties, the BIA occupation, and the 1973 occupation of Wounded Knee. While at Wounded Knee, she gave birth to her first child - and the only Indian child born during the siege - and was given the name Ohitaki Win (Brave Woman). She eventually married AIM activist Leonard Crow Dog.
She collaborated with writer Richard Erdoes on two books: her 1990 autobiography, Lakota Woman, and a 1993 sequel, Ohitika Woman. In 1994, Jane Fonda and TNT adapted the former into a television movie, Lakota Woman: Siege at Wounded Knee, in which she played a minor acting role.
Mary Brave Bird is survived by four sons, two daughters, her mother, two brothers, and two sisters. Arrangements were handled by Rooks Funeral Chapel of Mission, South Dakota. Condolences may be left on the Chapel's online "tribute wall" on its Web site.
