As background information on the Boston bombing, the following is a description of the American Committee for Peace in Chechnya (ACPC) from Wikipedia:
Founded in 1999, the American Committee for Peace in Chechnya is the only private, non-governmental organization in North America exclusively dedicated to promoting the peaceful resolution of the Second Chechen war. Chaired by former National Security Advisor Zbigniew Brzezinski, former Secretary of State Alexander M. Haig and former Congressman Stephen J. Solarz, the committee is composed of more than one hundred distinguished Americans representing both major political parties and nearly every walk of life.

As you can imagine "the peaceful resolution of the Second Chechen war" means "defeat of the Russian empire" in this context, and ACPC's real mission in 1999 was support for the rebellion.
Since much of the rest of the world considers the Chechen rebels to be linked to Al Qaida, and thus part of the terrorist network, it is interesting to look at the roster of this group to see how many allegedly anti-terrorist politicians are supporting the Chechen rebellion.

Midge Decter (director of the Heritage Foundation)
Frank Gaffney
William Kristol
Michael A. Ledeen
Richard Perle
R. James Woolsey

Keep all these links in mind when you read how much support the Tsarnaev brothers received from the government after their arrival in the US.
We tend to forget our pre-2001 support of the Chechen rebels, and now it is coming back to bite us in the ass.
