Two bills pass Illinois house and senate with veto-proof majorities. Rep Brandon Phelps (D - Harrisburg) and state senator Gary Folby (D - Benton) were the bills sponsors. House speaker Michal Madigan (D - Chicago).
Governor Quinn (D) has 60 days to sign it into law, though realistically, he has 9 days before the 7th circuit courts mandated deadline for a concealed carry law before existing UUW/AUUW laws are invalidated.
Highlights of the bills includes the following:
-"Shall-issue" concealed carry for citizens who have a current foid card (and likely a second round of background checks, in addition to the background check they had obtaining the foid card).
-$150 application/renewal fee
-16 hours of training (veterans can submit a DD-214 for 8 hours of credit, 8 hours can come from hunters safety or other states concealed carry courses, 8 hours has to come from the new Illinois CC class)
-Live fire requirement (i.e you need to prove that you can handle a pistol safely and hit your target at various ranges).
-Carry restrictions in bars, govermnet building, airports, schools and other sensitive areas.
-Statewide preemption from municipal/county laws prohibiting carry, limiting the size of magazines for handguns, or really anything to do with handguns subject to an Illinois carry permit + foid card (the Chicago and Aurora AWB, and nay laws pertaining to long guns will remain valid).
