As I understand it, the Speaker gets to decide on what the House may or may not vote.
Raimondo is from SF and has a long running dislike of Nancy Pelosi, so his opinion may be colored by that dislike, which could almost be called hatred. Nevertheless, I think his analysis merits consideration.
Apparently the same happened already. Clinton got the permission he wanted to bomb during the Balkan Wars by consulting the Senate only and bypassing the House. Democrats in the WH may think they can get away with this again.
