This is pretty much just an empty bucket, but there is a good article at SF Gate on the Panoche Water District's Solar powered de-salination plant down in Fresno County. It treats both ag water and regular runoff, and could be a model for a lot of the Central Valley if the water districts were willing to do it instead of relying solely upon "fresh" water.
