The first step in bringing peace to a shooting war is a cease fire.
1. Withdraw all Ferguson police and County Police from Ferguson.
2. Send in the Missouri National Guard to police the town for a defined period (say 30-60 days). The National Guard will not take in its military hardware. The troops are armed with no more than side arms, which are to remain holstered unless the soldier is directly threatened. If possible, the Guard troops are not in uniform (I'm not clear on military regulation about this), identified only by a badge or vest. No helmets. No riot shields. No dogs. No rubber bullets. No smoke or tear gas grenades. The town must be demilitarized. (Note: I'm only suggesting the National Guard because personnel are needed from somewhere, immediately. If there is another body, not directly connected to the current Ferguson police infrastructure, then I'm all for it.) The National Guard mission will be peacekeeping and security for Ferguson residents.
3. The Ferguson police department is completely disbanded, including firing the police chief who has proved himself incompetent during this crisis.
4. A new police force is recruited -- with as many members as possible coming from the city of Ferguson.
5. The identity of the officer who shot Michael Brown is revealed and he is taken into federal protective custody until he can be tried, if not on murder charges (likely 2nd degree, unless a connection can be proved that he would have planned to kill the teen), then on civil rights charges.
