Am I just overthinking this?
A car in the US gets stolen. Luckily the owner had LoJack technology installed. So the owner calls the police who work with LoJack to locate the vehicle. They can also immobilize the vehicle while en route to recovering it.
So we've got all these really expensive military vehicles we're giving away like salted peanuts to folks who hang on to their stuff as well as a toddler and his winter coat. We've made an investment in these people and they're not holding up the end. The vehicle gets abandoned to somebody who may or may not be friendly to us. If the vehicle had an anti-theft system we could track it down to it's location. Heck, send a missile to track it down. In the meantime, disable it so it's not going anywhere. Use it to locate where they're gathering as well, take out leadership.
My point is, if the people stealing our stuff knew it was going to reward them with a visit from a drone, they wouldn't be stealing it. We might be able to recover it as well.
