“There would be certain exceptions but again it’s something that has to be discussed,” Ernst said. “I support life. Those things come together when there is consensus upon what is put into legislation. Right now there is not consensus but I do believe in supporting life.”
Ernst’s answer came during a debate between herself and Rep. Bruce Braley, the Democratic nominee for Senate in Iowa. Earlier on Thursday The Huffington Post noted that Ernst suggested she supported a federal bill legalizing the strict anti-abortion measures commonly referred to as Personhood rights.
Ernst was then asked what those exceptions would be.
“Going back to the life of the mother I think that would be important. But again, civil discussion needs to happen,” Ernst said.
That answer was quickly followed up by another question: Would Ernst support banning a specific form of contraception?
“No, I do support a woman’s right to accessible, reliable, and safe contraception,” she responded. - TPM, 10/16/14
That's not the only thing to come out Ernst's mouth:

“I do believe that we need to lower taxes on our hard working Iowans immediately,” Ernst said. “Immediately. Which is something that we have done with this tax cut that we have done in Iowa but then work over the long term to reform our tax system. I say scrap the IRS let's start all over again.”
Ernst tried to capitalize on that remark when his response came.
“Senator Ernst’s answer to everything is scrapping,” Braley said. “Scrap the IRS, get rid of it. Get rid of the Department of Education. Get rid of the EPA. Get rid of the Clean Water Act. Every solution she has is throwing darts at the board trying to get rid of programs that have had significant impacts and made a difference in the lives of Iowans.” - TPM, 10/16/14
