Underfunding education isn't always a bad thing. The lower one's level of education means the higher one's chance of conservative politics. It also means increased rates of enlisting as a non-officer in the military, another conservative demographic. Ignorance also breeds distrust of both intellectualism and science, and an embracing of the religion and paranormal, the mark of a real conservative. Ultimately it breeds a permanent underclass too fearful to make change. So if you're the one percent, "fixing stupid" would be really stupid.
