Kos wrote about the boom and bust cycle, how Republicans win every off year election, Dems win every Presidential year, and no one has any incentive to change.
Fuck the incentives.
The Boom and Bust cycle is BY DESIGN. It benefits the people at the top immensely.

The Right pretty much gets everything it wants.
Everything.
Democrats concede power every 2 years, and this gives them an opportunity to be "forced" to vote for a list of things their base would never accept:
various free trade agreements
Keystone Pipeline and other bad environmental deals
chipping away at the Great Society
Because there will be 54 Republicans and they will have to go along - even though when there were 59 Democrats we could barely pass health care reform.
The Dems get their big money donors (fossil fuel industry, defense contractors, Wall St, banks) a chance to give them some love, refill their coffers for 4 years, and then, they can in Presidential years, wink, run against these same people.
Sure, there are really good Dems out there who don't generally do this (we lost one in Udall). But they are a handful. Most do.
This is a perfect recipe for the Democratic party to rake in the cash and influence and not have to do any real heavy lifting, because that would mean they lose money, power and influence with the big boys in the room, the people who really run this country.
When Kos says "incentive" - well, there is no incentive, they like it like this.
