Right. It's a "new" Congress.
After the
truly spectacular failure of House Speaker John Boehner and his leadership team to know what the hell was going on in their conference and losing a short-term funding bill for the Department of Homeland Security, Boehner is
short on options for averting the shutdown.
Here's one that his problem children have put forward.
And the House Freedom Caucus has made an offer to leadership: 3-week CR that expires in 1 week if the Senate doesn't go to conference.

The House Freedom Caucus
formed at the beginning of this year because other groups like the bat-shit tea party caucus and the wing-nut Republican Study Committee just weren't far-right enough. They led a revolt on this vote and are now giving Boehner their plan. A ridiculous plan. Making the House and Senate have a conference committee for three weeks of funding, in an attempt to reinsert the immigration language into the funding. Which the Senate Democrats would reject. And which would be vetoed by the president. If that could all happen in the three weeks they are proposing.
But apparently, with mere hours left on the clock, nobody has a clue what they'll be doing.
Next on #DHS? “They may come back to the drawing board and offer a one-week [CR]. That’s what I heard.” —@RepGosar

Sure, why not. How about a 12-hour funding bill? Dragging this mess out day-by-day, week-by-week as long as possible is how Republicans roll in governance.
