I am not trolling anyone with this question. I am asking because I, legitimately, don't know the answer. Why is it bad to turn federal programs like food stamps, or Section 8 Housing, or WIC, or any number of other federal poverty alleviation programs into block grants to the states? It seems to me that the states would better be able to determine how these programs should be administered and organized. The block grants could contain all sorts of rules and regulations to prevent chicanery.
Why is this bad?
