Touted as a way to jumpstart moribund local economies, our governor, in his infinite wisdom and benevolence, created a program entitled Start-Up NY. This plan would allow corporations to expand or relocate in designated “tax-free zones” and receive an extremely generous set of breaks. These breaks include: “No business, corporate, sales, property, state or local taxes and no franchise fees. And no income tax for the company or its employees. Ten full years of savings.” according to the program’s website. The reasoning behind these lavish gifts to corporate New York had to do with unicorns job creation, that buzzword that everyone loves and no one actually knows anything about. This program was implemented over the objections of municipalities, who would be forced to increase the tax burden on residents and businesses in order to fund these tax breaks. So, how’s it working out so far? Unsurprisingly, not particularly well.

Withholding criticism allows for friendlier relations with—and, they hope, better access to—Clinton, and more influence over policy development in her campaign and in a future White House. The big groups might believe that this will ultimately mean better outcomes for climate policy than public confrontation. After all, if the Democratic frontrunner tells environmentalists to take a hike and wins without them, then they’re really doomed.
