Article 1 - Section 8 - Second American Constitution
The Congress shall have Power:
To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;
To borrow Money on the credit of the United States;
To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes;
To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United States;
To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;
To provide for the Punishment of counterfeiting the Securities and current Coin of the United States;
To establish Post Offices and post Roads;
To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries;
To constitute Tribunals inferior to the supreme Court;
To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations;
To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;
To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;
To provide and maintain a Navy;
To make Rules for the Government and Regulation of the land and naval Forces;
To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;
To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;
To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the
Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;--And
To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.

Item One
No More Federal Reserve or Similar Institution.
The American, but foreign banker cartel owned, Federal Reserve Banking System and its debt sold money, is abolished! It is to driven from Our Sovereign Territory…this kind of capitalism never to darken Our Land and Our Lives again. The Drafters of Our Second Constitution warned Us about this. This elimination is way past due! Be ever diligent for the “disguised” return of economic parasitism of this nature.
Item Two
Under the supervision and support, of We The American People, the Treasury Department of the Direct Democracy Republic of the United States of America will assume the responsibility for the adequate issuance of money (currency and coin and possibly digital credits) into the New American Economy.
Item Three
To celebrate this great achievement Of, For and BY Our Nation, We The American People do declare and expedite a “Great American Jubilee”, in which all financial debt is forgiven and stricken from the records of Our Government and Our Corporations. The New America will be a “Clean Slate America” and a “More Level Playing Field America”. This will become a National Holiday that We will call simply, but proudly… “Jubilee Day”.
Item Four
New ways of non-debt governmental revenue producing methods will be established. The method of taxation will be rendered obsolete by the production and value maintenance of Our National Currency and Coin. The Volunteer House Of The American People will make the final decision and authorization to carry out these following proposals that are intended to pay the Debts and provide for the Common Defense and General Citizen Welfare of the United States; but all Duties, Imposts, Excises and other methods, that might still be used, shall be uniform, as to standards, throughout the United States.
Item Five
Our War On Debt
It is noted here that Our Nation being in “debt” is an unacceptable state and it is Our Duty to bring this to an end, as soon as possible. This work could begin with the termination of the Federal Reserve Bank and System, followed by a world “Jubilee” (universal debt forgiveness and eradication) declaration. The Treasury Department (Office Of Debt) and with the Majority Approval of the Three Houses Of Congress, will issue new debt only in times of National or Military Emergency.
Item Six
“Pay as you go” is preferable to debt. Credit and Debt is slavery. America must not borrow! Its Citizens must not borrow. A mutually Beneficial kind of non-profit “Gifting”, maybe on a “pay-it-forward” basis is a Better way to Prosperity. The New American Government should endeavor to establish, through intensive educational processes, this mutualistic path to Citizen Prosperity, as a superior alternative to the “spend more than one has ways” of the old capitalist private sector of Our Nation.
Item Seven
To coin Money and print currency, regulate the Value thereof. Foreign money to receive the same value as Our Own; though We may deem it necessary to limit the amount of foreign exchange of currencies…keeping Our Dollars at Home, so to speak.
Item Eight
Also to provide for the Severe Punishment of counterfeiting the Securities, Currencies and Coin of the United States; to be considered a Treason, or act of war.
Item Nine
There is no reason why Our Sovereign Nation cannot, or should not, produce its own money, to expedite its own needs and expenses.
Item Ten
“Credit”, if existent, should lie unused. Perhaps a viable international alternative would be “Mutualist Gifting”, in which citizens, nations, businesses and Peoples, give to help others, when they can, and this action being usually beneficial equally to all parties concerned. A Fair Trade sort of thing, where the only “advantage” sought is that which benefits everyone, or as Many as possible, for the sake of the Well Being of Humanity.
Item Eleven
Also, Our Sovereign Nation Direct Democracy Governance System , the final majority decision being made by the “Volunteer House Of The American People”, the “Third House Of Congress” and it’s “Sea To Sea Support Network Of The True Citizens Of America”, has the responsibility to regulate Commerce with Foreign Nations, and among all the States, and with the Original Peoples and their Sovereign Nations, who shall be recognized as equal in sovereign power to Our States, within their established territories, and a valuable part of the “United Direct Democracy Republic States Of America”.
Item Twelve
We The American People, to establish uniform “Laws of Naturalization” and “Citizen Certification Of Immigrants and Refugees”.
Item Thirteen
We The American People, to establish uniform and Fair, Laws on the subject of bankruptcies throughout the United States.
Item Fourteen
To establish the National Standard of Weights and Measures; hopefully in harmony with World Standards.
Item Fifteen
To re-establish and maintain Post Offices of the American Postal Service and support it’s excellent successful program of pensions for its employees.
