The Chicago Reader a free, weekly, once-alternative paper, has printed the story When Cops Shoot about Chicago police shootings.
"Of the 208 cases closed over the last two years, every single one has been found justified. Should you be reassured?"
My impression is that Chicago isn't one of the worst cities in this regard. When there were demonstrations last year, the cases mentioned were the ones from elsewhere that had drawn national attention. Also, the article (and the number 208) deals with shootings, most of which are not fatal.
Still, a disturbing number of these are fatal, and some of those are covered in detail in the story. Two shootings covered involve the same officer, in 2007 and in 2013, officer Fry was involved in shootings of suspects who turned out to be unarmed. The second shooting was fatal.
The group investigating cops is the Independent Police Review Authority, IPRA. If the shot person has a record, the IPRA is informed of the record. If the shooting cop has a record of abuse complaints, even if he has been involved in previous shootings, that is not mentioned.
