U.S. House Debate and Vote on TPA:
This is a stand alone bill on Trade Promotion Authority, TPA, not involving any TAA (last Friday's measure about Trade Adjustment Assistance, TAA) which was soundly defeated by 3-1 margin. When this diary was first posted the debate was between Ryan v. Levin, both of Ways & Means Committee, in an ongoing debate that began as Sessions v. Slaughter, both of Rules Committee, hence the title refers to Ryan v. Levin.
The House is now debating a motion allowing for fast track Trade Promotion Authority legislation. This TPA would allow for U.S. trade agreements entered into before July 1, 2018 to be voted up or down but not amended.

The Rules Committee was like a proxy for Ways & Means Committee at the start of this debate because the debate was on the Rule.

Then followed debate and vote on H.R. 2146, a stand alone TPA ("Fast-Track"). Archived video is here from 02:15:55 to 03:26:20. TPA failed last Friday because it was tied to TAA. Last week 28 Dems voted with GOP for the TPA. Today TPA is being tied to a highly popular bill to allow Federal law enforcement officers, firefighters, and air traffic controllers to make penalty-free withdrawals from governmental plans after age 50.
