On Thursday, I wrote about the Senate cloture vote on CISA, the surveillance bill masquerading as a cybersecurity bill.
The final vote on passage will come on Tuesday, but on Thursday, the Senate took a vote on one of the many proposed amendments. (There will be up to five more amendment votes on Tuesday.)
CISA protects corporations that share cyber-threat data with the federal government from any legal liabilities. Rand Paul (R-KY) offered an amendment to strip this protection from any company found breaking a user or privacy agreement with its customers.
If a company gets legal immunity for breaking a user or privacy agreement, then the agreement is worthless.
The amendment failed 32 to 65.
This included 22 members of the Democratic caucus and 10 members of the Republican caucus.
